Revenue management is the set of synchronised activities that a municipality must undertake to manage its revenue in fulfilment of its mandate. Compared to provinces, the Constitution allocates significant own revenue sources to local government: property rates, surcharges on service charges, other taxes, levies and duties. In addition, unlike provinces, municipalities are expected to charge for most of the services they provide.
